Project Description:

The project will seek to build capacity to establish and operate a national registration and identification system and register eligible Malawian citizens in the National Register and issue them with National ID cards.

Summary of Issues Raised:

The Requester alleges a number of serious acts and misconduct committed by government officials, stakeholders, and UNDP project implementation staff against Registration Officials. Specifically, that Registration Officers conducting project activities were not properly paid, improperly dismissed, treated unprofessionally, and jailed for no proper reason.  The Requester is seeking both SECU and SRM options.

UNDP Response:The Social and Environmental Compliance Unit (SECU) shared its Draft Report "Investigating allegations of non-compliance with UNDP social and environmental commitments relating to the following UNDP project: Malawi National Registration and Identification System Project," on January 25, 2019 for public comment by February 23, 2019.   For more information, see the SECU Registry: https://info.undp.org/sites/registry/secu.Following the finalization of SECU's Report, the SRM will re-engage the Requester to determine whether they are still interested in pursuing options through the SRM.
