Project Description:

This project seeks to support the Government of Uganda to take climate change issues into account when managing critical wetland areas.  Project activities have been developed to specifically respond to and take into account specific climate-related impacts and vulnerabilities of wetland ecosystems.

Summary of Issues Raised:

The complaint relates to events surrounding the implementation of the proejct in the Nyambabi wetland system in Rukungiri districts that occurred in November 2023.  The requestors allege several adverse impacts including violation of property rights of wetland-dependent communities; destruction of homes, crops, trees and plantations; forced displacement of wetland-dependent communities and in the presence of security forces; and non-provision of alternative livelihood support. 
 

UNDP Response:UNDP SRM and SECU engaged extensively with the requestors and their representatives, the Health and Equity Policy Initiative (HEAPI), to determine whether they wanted dispute resolution or compliance, or both.  HEAPI have confirmed that they would like to attempt to resolve the issues through a dispute resolution process.  SRM will be working with the UNDP Country Office, the Ministry of Water and Environment, HEAPI and the requestors to commence a dialogue process.  SRM has determined that the complaint is eligible and will be facilitating this process jointly with GCF IRM given they have received the same complaint.
