Project Description:

The Enhancing Climate Resilience of Indias Coastal Communities (GCF) project aims to enhance the resilience of the lives and livelihoods of the most vulnerable populations, particularly women, in the coastal areas of India.

Summary of Issues Raised:

The complaint alleged that the Forest Department of Andhra Pradesh has converted 50 hectares of intertidal marsh lands in the Muthayya Palem Reserve Forest, (Repalle Forest Range, Bapatla District) into mangroves with funding received under the project. The complainant’s concern is that the marsh lands are very important for bird habitats and that many species of migratory birds, particularly waders use the Central Asian Flyway feed and roost here. The complainant requested that these marshlands be restored back to their normal state. 

UNDP Response:The Stakeholder Response Mechanism (SRM) in the India Country Office (SRM/CO) and at headquarters level (SRM/HQ) engaged with the complainant to understand the concern. The SRM/CO then consulted with the state of Andhra Pradesh (AP) Forest Department, which is the state-level implementing agency, and with the Ministry of Environment, Forest, and Climate Change (MOEFCC), the national Implementing Partner. The MOEFCC is consulting with the AP Forest Department on how to assess and respond to the concerns raised. The SRM/CO is maintaining communication with the complainant, MOEFCC and the AP Forest Department. The UNDP project team is also working with the AP Forest Department to strengthen the existing grievance redress mechanism for project stakeholders, and with MOEFCC to assess deforestation risks in all project sites nationally.
