The Funding Facility for Stabilization (FFS) supports the government of Iraq to stabilize areas liberated from the Islamic State of Iraq and the Levant (ISIL). Rapid stabilization assistance is provided across four areas of work, or “windows”. The four windows, identified as critical to facilitate the return of Internally Displaced People (IDPs) and to restore trust between the government and the people, are (1) public works and light infrastructure rehabilitation; (2) livelihoods; (3) capacity support to local governments; and (4) social cohesion. Under the FFS, the UNDP carried out a housing rehabilitation project in Mosul.
The complainant raised concerns that three houses and the road in their town have partially collapsed, and that these affected houses were serviced by UNDP three years previously under its rehabilitation programme. The complainant alleges that the rehabilitation work carried out by the UNDP was mostly decorative and did not address structural integrity issues.
